Samuel Mbemba Kabuya is a Congolese politician and lawyer currently serving as the Minister of Human Rights in the Democratic Republic of the Congo since August 2025. A member of the National Assembly representing the Lukunga district since 2018, he previously served as the Vice-Minister of Justice in charge of international litigation from 2024 to 2025. Earlier in his career, he acted as the Chief of Staff to the President of the National Assembly. Mbemba holds a Master of Laws from the Université Libre de Bruxelles and is actively involved in legal advocacy regarding the conflict in the eastern DRC, including collaborations with the International Criminal Court.
