He was first elected to the state legislature in a 2019 special election following the resignation of Scott Fitzpatrick. In 2024, he was appointed chair of the House legislative rules committee. Cupps has occasionally drawn public attention for his unconventional legislative tactics, including the use of a Bingo spinner to select bills for chamber advancement.
