Toru Shirai is a Japanese politician currently serving as the Mayor of Koganei, Tokyo. Born in 1975 in Hirakata, Osaka, he graduated from Kansai University. Before his election as mayor in November 2022, he served three terms as a member of the Koganei City Council, having first been elected in 2013. During his time as a city councilor, he was known for his active engagement in local municipal issues. As mayor, he has focused on addressing administrative challenges within the city, including the reversal of controversial decisions regarding the closure of municipal nursery schools that had led to the resignation of his predecessor.
