Born in Matsudo, he graduated from Waseda University and later completed graduate studies at the University of Tokyo. Before his election as mayor in 2025, he served four consecutive terms as a member of the Chiba Prefectural Assembly, representing various political parties including the Japan Innovation Party. As mayor, he campaigned on a platform that included the cancellation of the city's new government building construction project. He is noted for being the first mayor in the Kanto region supported by the Japan Innovation Party.
