木内敏之

Toshiyuki Kiuchi is a Japanese politician currently serving as the Mayor of Kamisu, Ibaraki Prefecture. A former member of the Kamisu City Council, where he served for multiple terms and as council chair, he was elected mayor in November 2025 following a tied vote that was decided by a lottery. His election became the subject of a legal dispute regarding the validity of specific ballots, leading to a 2026 ruling by the Ibaraki Prefectural Election Commission that invalidated his victory. Kiuchi has contested this decision in the Tokyo High Court and continues to hold the mayoral office pending a final judicial resolution.
