Noboru Usami is a Japanese politician currently serving as a member of the House of Representatives, representing Tokyo's 26th district. A graduate of Waseda University and a former student of the Matsushita Institute of Government and Management, he first entered national politics in 1993 as the youngest member of the Diet at the time. Throughout his career, he has been associated with various political movements, including the New Party Sakigake, the Democratic Party of Japan, and the Japan Innovation Party, before his return to the Diet in 2026 with Team Mirai. His political career has been marked by a focus on deregulation, including the liberalization of mobile phone services and the reform of public works projects. He has also been active in local politics, having made multiple bids for the mayoralty of Iwaki City.
