Born and raised in Sydney, Nova Scotia, he previously served on the Cape Breton Regional Municipality council from 2008 to 2012. Throughout his provincial career, he has held several cabinet positions, including Minister of Municipal Affairs and Minister of Energy and Mines. He also served as the interim leader of the Nova Scotia Liberal Party from 2024 to 2025.
