Lubin Ntoutoume is a Gabonese politician and lawyer currently serving as the Minister of Industry and Local Transformation. Born in 1966 in Medouneu, he had a distinguished legal career, serving as the Bâtonnier (head) of the Gabon Bar Association from 2018 to 2023. He holds degrees from Omar Bongo University and Cheikh Anta Diop University. Following his involvement in the national transition dialogue, he entered the government in 2025, where he focuses on industrial development and national self-sufficiency.
