小椋正清

Masakiyo Ogura is a Japanese politician currently serving his fourth term as the Mayor of Higashiomi, Shiga Prefecture. A graduate of Doshisha University's Faculty of Law, he previously served as a police officer, including roles as the Chief of Nagahama Police Station and as a disaster management official for Shiga Prefecture. First elected mayor in 2013, he has since secured multiple re-elections. Ogura has faced public controversy for his outspoken views on education, particularly his criticism of free schools and his assertion that parental responsibility is the primary factor in cases of school non-attendance.
