Masami Saito is a Japanese politician and first-class architect currently serving as the Mayor of Ishinomaki. He began his political career as a member of the Ishinomaki City Council in 1984, later serving seven terms in the Miyagi Prefectural Assembly, where he also held the position of Vice-Chairman. After several unsuccessful bids for the House of Representatives, he was elected Mayor of Ishinomaki in 2021 and secured re-election in 2025. His policy platform focuses on administrative reform, the sustainable management of public facilities in response to population decline, and support for the operation of the Onagawa Nuclear Power Plant.
