Masaru Obara is a Japanese politician currently serving as the Mayor of Hanamaki, Iwate Prefecture. Born in Hanamaki in 1964, he graduated from Tohoku University's Faculty of Economics in 1987. He spent approximately 38 years as a career civil servant within the Iwate Prefectural Government, holding various leadership roles including Director of the Medical Bureau and Director of the Culture and Sports Department. After retiring from the prefectural government in 2025, he was elected as the Mayor of Hanamaki in January 2026, assuming office in February of that year.
