Ruben Rubinyan is an Armenian politician currently serving as the Vice President of the National Assembly of Armenia. Born in 1990, he previously chaired the National Assembly's Standing Committee on Foreign Relations. In December 2021, he was appointed as Armenia's special envoy for the normalization of relations with Turkey, a role in which he has engaged in diplomatic talks with his Turkish counterpart. Rubinyan holds degrees in international relations and European studies from Yerevan State University, University College London, and Jagiellonian University.
