Born in Odate, Akita Prefecture, he previously managed a construction and lumber company, Kirigaya, serving as its representative director. He entered politics in 2018, successfully running for mayor after expressing concern over the city's fiscal management. Since taking office in 2018 and winning re-election in 2022, he has implemented policies such as the introduction of a partnership oath system for same-sex couples in Zushi.
