Born in 1953, he graduated from Waseda University and spent many years working as a journalist for the Asahi Shimbun before entering local politics. He first gained prominence for his opposition to the construction of a Self-Defense Forces base on Mageshima island, a stance that defined his early mayoral terms. Following his re-election in 2021 and a third victory in 2025, his administration has faced significant political challenges, including a 2024 city council vote of no confidence regarding his handling of the base construction project.
