He has represented the electoral district of Monaro in the New South Wales Legislative Assembly since 2023, having previously held the seat from 2003 to 2011. Throughout his career, Whan has served in various ministerial roles, including Minister for Emergency Services and Minister for Primary Industries. A member of the Labor Right faction, he previously served in the Legislative Council from 2011 to 2015 and worked in federal political offices and the Australian Sports Commission before his election to state parliament.
