Born in 1955, he spent his early career as a civil servant within the Kariya municipal government, eventually serving as the Director of the Welfare and Health Department and the Director of the Planning and Finance Department. He later served as the Deputy Mayor of Kariya before being elected as mayor in 2019. During his tenure, he has implemented various municipal policies, including COVID-19 relief measures such as water utility fee exemptions and the introduction of a partnership oath system for same-sex couples in 2023.
