Tokihiko Hayashi is a Japanese politician currently serving as the Mayor of Tanba City in Hyogo Prefecture. Born in 1954, he graduated from Meiji University and previously worked as the representative director of Hayashi Construction. Before his election as mayor in 2020, he served three terms as a member of the Tanba City Council, eventually becoming its chairman. His mayoral tenure has been marked by his controversial 2020 campaign pledge to provide 50,000 yen to all citizens, a promise he later modified to a 20,000 yen voucher program due to changing economic conditions, which faced significant opposition from the city council. He was re-elected for a second term in November 2024.
