Toshifumi Kimura is a Japanese politician currently serving as the Mayor of Bando City in Ibaraki Prefecture. Born in 1956 in the former Sarushima Town, he graduated from Meiji Gakuin University and initially worked as a local government official before co-founding a construction company. His political career began with his election to the Sarushima Town Council in 2001. Following the merger that created Bando City, he served three terms as a city council member. In 2017, he was first elected as Mayor of Bando City, subsequently winning re-election in 2021 and securing a third term in 2025.
