Born in Ube, Yamaguchi Prefecture, he attended Shinshu University before entering the confectionery business, where he expanded his family's shop by utilizing local walnuts. Prior to his mayoral career, he served as a secretary to a member of the House of Councillors and held leadership roles in local civic organizations. First elected mayor in 2008, he has since secured multiple re-elections, including several uncontested victories. In 2024, he faced public scrutiny regarding potential violations of the Public Offices Election Act following reports of food distribution at a post-election gathering, an incident for which he has expressed a willingness to cooperate with investigations.
