Toshiya Hazama is a Japanese politician currently serving as the Mayor of Otaru in Hokkaido. Born in Otaru in 1958, he graduated from Takasaki City University of Economics before beginning a long career with the Otaru municipal government in 1982. During his tenure as a civil servant, he held various leadership roles, including Director of the General Affairs Department and Director of the Education Department. He was first elected mayor in 2018 following the resignation of his predecessor and was subsequently re-elected in 2022. Throughout his life, he has maintained a strong connection to local sports, having been active in baseball during his school years and serving as a director for the Otaru Baseball Association.
