He serves as the Minister of State for Animal Industry in the Ugandan cabinet and represents Isingiro County North as a Member of Parliament continuously since 2001. A retired lieutenant colonel who served in the National Resistance Army and Uganda People's Defence Force, he holds degrees from Makerere University and has held his ministerial post since 2006.
